Hanoi plans to build surface water plant
VietNamNet Bridge – Hanoi authorities gathered a meeting some days ago to discuss the surface water exploitation--amid the warning that the underground water cannot satisfy the increasing demand of the city.

However, scientists still keep debating about if Hanoi should think of exploiting surface water and if the underground water really has decreased. The information has caught the special attention from the public, while some Hanoians have worries that the surface water cannot meet the standards to be used as running water.

Dr Nguyen Van Tuc, Director of the Institute for Water Technology and the Environment, has affirmed that Hanoi is lying on a huge underground water tank covering thousands of square kilometers. He has denied the opinion of a consultancy firm that the underground water reserves of Hanoi are just about 700,000 cubic meters per day, and that the reserves have been fully exploited.

Tuc has affirmed that the reserves of the underground water in Hanoi are about 8.3 million cubic meters per day, not 700,000 cubic meters. The water wells have the capacity of 3000-4000 or 5000-6000 cubic meters per day. At every well, the main underground water layer for exploitation is just in the depth of 50-80 meters, while the most popular depth is 60-70 meter.

The Hanoi Department of Natural Resources and the Environment, in its report, showed that the underground water reserves for exploitation are about 8,362,000 cubic meters per day, while the gravel aquifer alone can provide 5,850,000 cubic meters per day, accounting for 70 percent of the total potential underground water reserves of the whole city.

Currently, the city just exploits 981,000 cubic meters per day, less than 20 percent of the total potential underground water reserves of the gravel aquifer and just 12 percent of the total potential underground water reserves of the whole city.

Also according to Tuc, the result of the water level monitoring work showed that only the underground water level of the wells far from the Red River, such as Ha Dinh and Mai Dich, has been lowered, while the wells located near the river, including Thuong Cat, Nam Du, Luong Yen, Cao Dinh and Nam Du still have been working normally. The water level of the wells have not been lowered too sharply because they always receive the water supply from the river.

Tuc, while affirming that the underground water is enough to satisfy Hanoians’ demand, said that Hanoi should not build a surface water plant. On the southern river bank, it would be better to use up the capacity of the Song Da Water Plant, designed to have the capacity of 300,000 cubic meters per day. Meanwhile, on the northern river bank, the technical conditions are not good enough to build a water plant, both in the technical conditions (the quality of water resources) and investment efficiency.

The Bac Thang Long water plant on the northern river bank has the capacity of 50,000 cubic meters per day, while only 37,000 cubic meters have been used, while the figure is 34,000 cubic meters in Gia Lam and Long Bien districts.

In order to exploit the surface water of the Duong River, it would be necessary to build a big plant with the capacity of 100,000-150,000 cubic meters per day. When will Hanoi use up the designed capacity and will it be able to take back the investment capital. Meanwhile, it would be better to use underground water than build small capacity water plants (30,000-60,000 cubic meters per day).

Tuc has also expressed his worry about the quality of the surface water. Since early 2011, the Red River’s water in Lao Cai City was found as seriously polluted from the upper course. The Hanoi Department for Natural Resources and the Environment’s report shows that some stretches of Hong and Duong rivers which go through Hanoi have been seriously polluted.

The summit, which brought together more than 50 leaders and four representatives of international organizations, issued the Seoul Communique as the final document, promising to work for a better international nuclear security system, strengthen nuclear material management, battle illicit trafficking of nuclear materials and step up international cooperation and assistance.
The communiqu, emphasizing on minimizing civilian use of highly enriched uranium (HEU) that can be used to produce bombs, backs IAEA's essential role in international cooperation to achieve "shared goals of nuclear disarmament, nuclear proliferation and peaceful uses of nuclear energy."
"We will work to ensure that the IAEA continues to have the appropriate structure, resources and expertise needed to support the implementation of nuclear security objectives," the communiqu said.
"These proposals, together with the Communique and Work Plan adopted at the Washington summit, will be of great significance for countries to carry out relevant work in the field of nuclear security," said Chinese delegation spokesman Qin Gang.
"The summit has raised international awareness of and attention to nuclear security, enhanced willingness of participated countries to take measures to strengthen national capacities in nuclear security, and shared their practices and experience in nuclear security in an in-depth manner," Qin said.
Chinese President Hu Jintao elaborated on China's position, efforts made and important measures taken in the field of nuclear security at Tuesday's morning session.
"China has attached great importance to building nuclear security capacity, earnestly honored its international nuclear security obligations, engaged in extensive international nuclear security cooperation, and worked hard to ensure nuclear security during major public events," he said.
South Korean President Lee Myung-bak stressed the need for close international coordination to strengthen the global nuclear security regime in his opening remark in the morning secession, while U.S. President Barack Obama urged world leaders coming to the summit "not to talk but to act."
The summit took place at a time when the international situation is undergoing profound and complex changes and the issue of strengthening nuclear security and countering nuclear terrorism has become the focus of international attention, said Chinese Assistant Foreign Minister Ma Zhaoxu.
The 47 countries that joined the 2010 summit have so fasr completed 80 percent of their individual pledges, including domestic legislation and participation in global nuclear security forums.
Thirteen leaders who briefed achievements on participants at the summit said bolstering nuclear security and preventing nuclear terrorist attacks are on the top of their national agenda, a spokesman for the summit said.

Gene expression abnormalities in young autism patients identified
U.S. scientists have identified in young autism patients genetic mechanisms involved in abnormal early brain development and overgrowth that occurs in the disorder, according to a study published Thursday in the online journal of PLoS Genetics.
The study uncovered differences in gene expression between brain tissue from young (two to 14 years old) and adult individuals with autism syndrome disorder, providing important clues why brain growth and development is abnormal in this disorder.
The findings suggest novel genetic and molecular targets that could lead to discoveries of new prevention strategies and treatment for the disorder.
In the study, the researchers showed that genetic mechanisms that normally regulate the number of cortical neurons in young autism patients are abnormal.
In addition, they discovered a turning down of the genetic mechanisms responsible for detecting DNA defects and correcting or removing affected cells during periods of rapid prenatal development.
Autism is a highly heritable neurodevelopmental disorder, yet the genetic underpinnings in the brain at young ages have remained largely unknown.
Until now, few studies have been able to investigate whole-genome gene expression and genotype variation in the brains of young patients with autism, especially in regions such as the prefrontal cortex that display the greatest growth abnormality.

No one takes responsibility for dirty air
VietNamNet Bridge – The recent reports released by different institutions all affirmed that Hanoi is the city with the worst air in South East Asia. However, no report pointed out which agency has to take responsibility for the dirty air.

Hanoi is one of the cities in the world which has the most polluted air in Asia. Vietnam ranks the 123rd among 132 countries in terms of air quality. The ranking was released at the Davos Economic Forum.

In fact, the information does not surprise Hanoians. Four years ago, experts also declared that Hanoi was the most polluted in South East Asia, and no improvement has been made so far. The information that Hanoians want to hear now is who will take responsibility for the dirty air and how to improve the problem. However, they have not got the answers to the questions from anywhere.

The report by the Ministry of Natural Resources and the Environment shows that the air in Hanoi has been seriously polluted, mostly because of the high dust concentration which has badly affected the quality of life and people’s health.

Also according to the ministry, the average TSP and PM10 indexes in the air in big urban areas are higher by 1.5-3 times than the allowed levels. Especially, the dust pollution is very serious in many places, where the indexes are 5-7 times higher than the allowed levels. The traffic activities with 4 million cars and motorbikes in circulation cause 70 percent of the pollution in Hanoi.

Deputy General Director of the General Directorate of Environment, Hoang Duong Tung said that the polluted water can be purified by filtering and boiling before drinking, while the polluted air directly goes into people’s lungs, thus causing serious diseases.

The number of people infected with air quality relating diseases would be double by 2020, if the air quality continues degrading.

Tung has admitted that the air quality in Vietnam has been degrading, which has seriously influenced the health of the community and caused socio-economic consequences. However, no proper solution has been found.

“Everybody’s business is nobody’s business.” Since too many ministries get involved in the environment management, no ministry and branch spends appropriate attention to implement their duties.

The Ministry of Natural Resources and the Environment has been assigned by the government to take care about environmental problems, including the air problems. However, in fact, it is the Ministry of Transport which has been assigned the task of controlling the air pollution in urban areas.

Experts have also pointed out that there is an overlapping in the duties and power to deal with the air pollution problem assigned to the Ministries of Natural Resources and the Environment, Transport, Industry and Trade, and Construction.

While there are a lot of legal documents on waste water, solid waste management, where is no legal document on the air quality management.

According to the Pollution Control Agency, Vietnam lacks the tools used to control the air pollution – the monitoring stations and stocktaking equipments. However, the stations donated by international organizations or funded by the State have not been put into operation because of the lack of money. Meanwhile, an automatic air quality monitoring station costs up to 300,000 dollars.

Professor Pham Duy Hien, a leading environmental expert in Vietnam, said that Vietnam is wasting the figures collected by the operational stations. He said that the figures should be processed and analyzed, and then post on Internet for reference. Meanwhile, since 2004, Hien and other environmentalists cannot update information about the air quality in Hanoi and HCM City any more.

Mature sperm whale skeleton restored
The skeleton of a 15 metre-long sperm whale has been restored and is being exhibited on Phu Quy Island, in southern Binh Thuan Province, said Dang Minh Tri, the head of the island's Cultural Information Department.

The head of the gigantic skeleton reaches to about a third of the animal's length.

Dao Tan Ho, a researcher of marine species from the Nha Trang Oceanography Institute said the skeleton was the most complete of any on show in the country.

The restoration work, which cost VND1.8 billion (US$86,000) and took three months to complete, was carried out by scientists from Nha Trang Institute of Oceanography.

The skeleton is being exhibited at Van An Thanh Cultural and Historical Relic museum on Phu Quy Island alongside five smaller whale skeletons that have also just been restored.

The island authorities are planning to build Van An Thanh into a marine museum. They also plan to exhibit pictures and documents on indigenous whale species.

Ho said a mature sperm whale grows to about 17 metres long and weighs 45-55 tonnes.

From the 18th century to the 20th century, sperm whales were hunted for their spermaceti and oil, which were used to make candles, soap, cosmetics and machine oil.

Today the species is protected.

To Vietnamese people who live in coastal areas, whales are considered gods who safeguard fishermen and bring bountiful catches.

Whale-worshipping temples can be found in many coastal provinces from the central to southern region.

Trayvon Martin: Obama says teenager's death a tragedy

Mr Obama said it was obviously a tragedy, and when he thinks about Trayvon he thinks about his kids.

Related Stories

US President Barack Obama has said the "tragedy" of an unarmed black teenager shot dead in Florida should prompt some national soul-searching.
The death of Trayvon Martin, 17, gunned down by a neighbourhood watchman, who was not charged as he claimed self-defence, has sparked outrage.
"If I had a son he would look like Trayvon," President Obama told reporters at the White House.
Rallies have been held this week in Florida and New York to demand justice.
These remarks are rare and deliberate, and some will find them controversial. America's first black president rarely gets embroiled in issues of race beyond anodyne comments about civil rights. Just talking about race in the US is potentially politically explosive.
What is often accepted as obvious and common sense among African-Americans can be treated as astonishing and provocative by some whites. The president was roundly criticised in 2009 when he described police as "stupid" for arresting a black Harvard professor outside his own home. Then, as more subtly, now, he was voicing what many black Americans feel: their colour alone makes some whites view them as criminals.
The president's powerful identification with the family of Trayvon Martin will be warmly welcomed by many. But it would be surprising if his opponents don't complain that he is sympathising with people on the grounds of race alone.
"I can only imagine what these parents are going through and when I think about this boy I think about my own kids," Mr Obama said on Friday.
"I think they are right to expect that all of us as Americans take this with the seriousness that it deserves and we're going to get to the bottom of what happened.
"Every parent in America should be able to understand why it is absolutely imperative that we investigate every aspect of this and everybody pulls together, federal state and local, to figure out exactly how this tragedy happened," he added.
President Obama's remarks were echoed by Republican White House hopefuls who spoke out later on Friday about the case.
Former Massachusetts Governor Mitt Romney said in a statement: "What happened to Trayvon Martin is a tragedy. There needs to be a thorough investigation that reassures the public that justice is carried out with impartiality and integrity."
His rival, former Pennsylvania Senator Rick Santorum, called the shooting a "horrible case" and disputed whether Mr Zimmerman deserved protection under the state's self-defence law.
"Stand your ground is not doing what this man did," he said.
In Florida, a law known as "stand your ground" can prevent criminal or civil prosecution when deadly force is used in self-defence.
Grand jury
There have been mounting calls for the arrest of George Zimmerman, 28, who opened fire on the teenager on 26 February in the Orlando suburb of Sanford.
Trayvon Martin's shooting is labelled "a travesty of justice"
A grand jury is considering whether to charge Mr Zimmerman and will hear evidence on the case on 10 April.
The Department of Justice and FBI have launched a civil rights investigation into the conduct of the local police department.
Mr Martin was carrying a bag of sweets and a can of iced tea when he was approached by Mr Zimmerman.
The neighbourhood watchman had told a police dispatcher he thought Mr Martin looked suspicious.
It was raining and the teenager had his jacket hood pulled over his head. Mr Zimmerman shot Mr Martin following a confrontation.
The Florida politician behind the state's 2005 "stand your ground" law has said in an opinion piece for Fox News that he did not believe the rule was applicable in the case of Mr Martin.
The law "does not provide protection to individuals who seek to pursue and confront others, as is allegedly the case in the Trayvon Martin tragedy in Sanford", said Republican State Representative Dennis Baxley.
On Thursday, Florida Governor Rick Scott appointed a new prosecutor to handle the case.
The parents of Trayvon Martin: "We want an arrest"
He also established a task force led by the state's lieutenant governor, an African-American woman, to conduct hearings on the incident and recommend any changes to state law.
Hours earlier, Sanford Police Chief Bill Lee temporarily stepped down in a bid to defuse building anger that his department had not arrested Mr Zimmerman.
Thousands of people gathered at a rally in Sanford on Thursday evening led by the civil rights leader Al Sharpton demanding an arrest over the 17-year-old's shooting.
More than 1.5 million signatures have been gathered for an online petition calling for justice for Mr Martin.
Mr Obama, the first US African-American president, has largely steered clear of race issues since his much-criticised intervention in the controversial 2009 arrest of a black Harvard University professor.
The president said police had "acted stupidly" in detaining the academic as a suspected burglar, but later added it would have been preferable if he expressed his concerns in different terms.

A US soldier suspected of killing civilians in Afghanistan will be charged with 17 counts of murder, Pentagon officials have told the BBC.
Staff Sergeant Robert Bales is suspected of attacking the villagers inside their homes in Panjwai district, Kandahar province, on 11 March.
The victims were mostly women and children.
The 38-year-old was moved to a military prison in the US after being transported from Afghanistan to Kuwait.
Sgt Bales is the only known suspect in the killings - despite repeated Afghan assertions that more than one American was involved.
He is being held in solitary confinement at a military detention centre in Fort Leavenworth, Kansas, after being flown from Afghanistan via Kuwait last Friday.
His lawyer, who has played down reports that his client was drunk on the night of the killings, said earlier this week he remembers "very little" of the incident.
The case has undermined US relations with Kabul and led to calls for Nato to speed up its planned withdrawal of troops from Afghanistan.
The Pentagon has said that Sgt Bales could face charges that carry a possible death penalty.
Such a trial could take years, contrasting with Afghan demands for swift and decisive justice.
The Taliban called off peace talks in the wake of the deadly rampage, in which men, women and children were shot and killed at close range.
